In 1985 the Liberty Coin Act was approved which lead to the United States minting its first official silver bullion coin the following year. The Silver American Eagle has been minted every year since 1986 in both bullion and proof versions. It is 1 troy ounce of 99.9% pure silver and has the face value of $1. Throughout the last 33 years, it has been minted at three different mints: Philadelphia Mint, San Francisco Mint, and the West Point Mint, where it was minted again this year.
Proof 70 condition means the coin has no imperfections post-production. Each 2019 Silver American Eagle will be in Perfect Proof 70 condition graded by NGC with each label being hand-signed by the former U.S. Mint Director Ed Moy. Ed Moy has an exclusive deal with the U.S. Gold Bureau which makes these coins even more rare.
