Franklin D. Roosevelt served as the 32rd president of the United States and is one of the most significant historical figures of the 20th century. In May 1997, a memorial honoring the President was opened to the public and this commemorative coin was minted to honor the event. 

The obverse was designed by T. James Ferrell, while the reverse was designed by Thomas D. Rogers.
